I don't like it either, ice cream has a freshness to it that gets ruined when you end the eating with just chocolate. I love chocolate of all kinds, it just isn't what I'd want as the last bite after ice cream. When I was a kid I always ate that part first and just kept my finger on the bottom so it didn't leak. I rarely buy ready-made ice cream cones nowadays so haven't had to do this in many years.
Always felt like a feature. The coating and plug always seemed neat. Maybe one lined and plugged with caramel might work, i dunno. I can't think of alternative options for cheap ice cream treats so the concern has validity.
Not caramel; butterscotch. That stuff can be made to harden the same way the chocolate coating does.
That, or a toffee maybe. Still, that's starting to fall into niche market territory that the cheap sundae cone manufacturer's aren't about to be capturing.
