I'd guess snow chains, but seems odd as the sign says "slippery when wet" so unlikely they've slipped on snow.

Do snow chains work on wet grass?

I just googled "can snow chains help you get out of mud?" And apparently chains are quite helpful for traction in mud, and in fact there exist chains made specifically for mud. TWL!
