Russia on March 28 vetoed the annual renewal of the panel of experts monitoring U.N. sanctions against North Korea over its nuclear and ballistic missile programs.

Why is Russia allowed any veto power in their current state?

Because they're on the security council and they're still powerful enough to do their own thing.

That's the problem with the security council. They've been using their veto to spit on the world community since the UN's inception.
