I think this is correct, and kind of surprised they didn't reach this conclusion sooner. That being said, i think the DPRK has to make efforts to engage with the people of south korea by any means posible, the only way reunification is a possible future is if the people of south korea unite and reject US occupation in their soil.
I thought, as far as the citizens of Korea were concerned, the idea of a formal reunification it was wildly popular and it was just the USA being its normal prickish self keeping things from moving forward?
The USA and the quisling state, which is basically what they're stating in this meeting.
