The whole idea of the American education system of teachers grading their own students and essentially being able to just arbitrarily decide passes or fails is completely wild.

In the UK at least, students take a standardised exam, then the papers are collected and taken to other part of the country and teachers mark them blindly

I assume he means it should be based on a rubric or some other marking scheme rather than something more subjective that can be arbitrarily shifted to meet quotas.
