Yep, which is why any peace talks between the ROK and DPRK that rest on denuclearization are nothing more than political theatrics. If the US ceases colonizing the ROK and the ROK drops denuclearization requirements to end the war and ease tensions, increase cooperation, etc., we can actually see peace and eventual reunification on the peninsula without bloodshed.
On this topic, earlier this year DPRK amended its constitution, removing all mentions of reunification or relation to ROK. It now clearly defines its territory as bordering ROK to the south.
I believe it was actually a couple years ago, but this is not entirely correct. They abandoned the former policy for reunification and see it as only possible if the US leaves the peninsula entirely.
I'm not aware of what changes have been made a few years ago, but it looks like a few months ago North Korea completely abandoned any plans or goals of reunification.

That isn't the same as saying it can never happen. What happened was a recognition that peaceful reunification is, under the current conditions, impossible, and that the DPRK will cease treating the ROK as merely a puppet and instead as a separate people with their own developed hostile stance towards the DPRK even without the US. This does not mean conditions cannot change in the future, in fact they certainly will.
