Li Ion batteries are still the most energy-dense and cost effective solution for many applications.
Seems to me that this is the problem. Just start enforcing rules that close this loophole

Yes but half the energy density. Are you ok with your devices lasting half as long or being twice as heavy / large?
Safer? Yes, absolutely.
Not nearly as energy dense though.
