If this happens to you ask to see their permit to tow, then ask for a drop fee ($50 to unhook your car then and there), else document the whole process and get a lawyer or suck up the payment I guess.
You also have the option of calling the cops and getting them to confirm it is a legal tow before they tow it.
You'll have to face down an angry tow guy and likely annoyed police too, so ymmv
