He's following up here on a threat to "will stop trade IF federal reserve doesn't lower interest rates", with "Stopping trade is the best idea ever under any circumstance". What has yet to crystalize into Canadian establishment/military policy is that Trump thinks part of the best idea ever is "Making Canada cease to exist".
