Where is that? How does that work? It takes a lot of time to charge a car. Do people move their cars when they finish charging or there's literally some many chargers that you can park anywhere and charge?
Can't speak for the other person, but I park in a public parking area with a bunch of chargers. I usually plug my car into the slow charger once per week after work. It's usually done charging at some point in the night, that there's no reason to move the car. All of the chargers are never in use at once anyway. Then I just unplug it in the morning. I spend less time charging, than I used to pump gas.
Yes, that will work as long as there at least one charger for every 7 cars (probably a bit more because people will not charge on a perfect schedule) and people act responsibly. Where I live it's not even close to that but it could be achievable.
The bigger issue here is really gas cars parking by chargers, blocking the charger for the electric cars. I just came back from a drive, and about half of the chargers were blocked by gas cars. That is mostly an issue with a lack of parking, but it's still pretty annoying not being able to charge because someone couldn't be bothered to circle the block once.
