What exactly about it is racist?
You can't possibly be in good faith asking why minstrel shows are racist.
He’s not wearing blackface and obviously portraying a white boy who wants to be black. Not sure that hits the definition of a minstrel show
I'm not doing a racist impression, I'm doing a an impression of something that just looks exactly like a racist impression where the humor comes entirely from racist stereotypes.
So the large population of white males who act this way are just racists?
Are they doing an impression with racist stereotypes and providing a safe politically correct way to mock black people? Then yes. If not, probably still yes because they're british crackers

Ok, sure, not literally every single one, but the ones that emulate black stereotypes definitely aren't particularly of that tiny minority.
