Is there a way to divorce these types of technologies and products, for instance, the one in this video, from the usage of Android phones? Or even phones in general? I have used Python, like Serial Python, with small mini computers. I have created..Flask applications for switches, but I just haven't connected the dots in how to take something like this and bypass the usage of a cell phone in order to set this up to be connected on the internet.

There are some that can be locally controlled by wifi, too. But they take some hackyness to get set up. Thinking specifically of the TPlink python-kasa devices.
