Focusing on trans ideology or opposition to it is like prioritising the needs and desires of people who don't believe in the existence of birds. There are so few people affected that it's statistically irrelevant to the running of Manchester. Another headline could be "Craig refuses to be drawn on fringe ideology promising instead to focus on the matters most important to the people she represents"
'Trans ideology' also called basic human rights, is certainly something to focus on. Simply because a group is a minority, does not justify ignoring their needs.

Where did you get the 7% figure from? I thought gay people make up 2%, i don't see rest of the spectrum making another 5%.

You'd probably like to know major quickly deflected it by saying she's not checking everyone's private parts. She's not a weirdo to indulge in invented problems and waste time. Trans people are just people and "trans ideology" is the one that demonizes them 24/7 while surprising amount of people wouldn't otherwise have any opinion about what they do and get all worked up about that.
