I'll bet the candidate hadn't signed shit. Very few jobs did I ever have anythig TO sign or any written confirmation the job was mine before the first day of work. The exceptions mostly involved on-the-clock training on company policy and such, and often the pay and department/position to which I would be assigned would STILL be up-in-the-air at that point; still NOTHING in writing to confirm it, and 99% of jobs you still can't be certain what's locked-in until your first paycheck. Had a couple it turned-out they were paying a lower "training" rate during that time, still lower than any 90-day probationary rate or such that had been mentioned.

In what world are we obligated to that?

The world expects us to show up qualified, and we apply for jobs we qualify for, working x machines, processes, what-have you. These ass-holes will gleefully wast weeks of your time on policy questions then have you sweeping a warehouse and running a fork-lift on the opposite end of the campus for a third of the pay. There are companies that are up-front about this and that's another matter. There are plenty more that just lie and act surprised when called on it.
