I've seen lots of religious people leave pamphlets, but they've also always left tips. Usually good tips as a way to sell that they're nice and care about you.
If they were nice they wouldn't trick you.
So if they give bad tips they're assholes, and if they give good tips they're deceitful?
Have you considered that some of them may be kind people trying to share their faith in the sincere belief it will benefit you? You may not be in the least interested in their faith and actively think it causes more harm than good, but that doesn't make all its adherents evil.
The sheer act of proselytizing is itself an unkind act. So, no, I don't think that people who shove their religious bullshit at others uninvited are in any way kind. I don't care about whatever delusions they hold which justifies the act in their mind.
You do realize this in the context of people leaving religious propaganda that initially looks like money, thus tricking the waitstaff.
