new one from an update in March, so will probably drift down the list:

Cell to Singularity - Evolution Never Ends - To Infinity... and Beyond! - 0.5% of players have this

long-term rarest:

Sid Meier's Civilization V - Emperor Fu Manchu - 0.6% of players have this

all my remaining rarest ones are from Civ 5, I guess most players don't have the DLC
