Stop Killing Games:
The consumer movement to stop game publishers from intentionally destroying older games with kill switches.
The goal is to reach 1 million signatures in the EU so that the european parliament will respond to the initiative that then leads to regulation that requires end-of-life plans for games to stay playable.

On top of that, if you can prove false advertising, such as an online requirement despite a claim of offline mode, you can claim a refund even after those two hours.
Is that a steam policy?
I couldn't say if it's in their policy, but false advertising is illegal and they've had customers' backs on this before like when Tony Hawk's 1 + 2 pulled similar crap.
