Tips for growing weed? Legally of course (hexbear.net)

So I'll be moving to california or some other state where I can grow weed legally. I'm looking for tips on how to grow it when it has already germinated. A buddy of mine had a plant that was supposed to grow big and tall, but it never really grew to more than 9 inches, despite getting plenty of sun and fertilizer. I would like to rectify that when I get the chance to grow mine own.
What could it be that my buddys plant sort of stopped growing in height even when it had optimal conditions? Should it have been planted away from a terracotta pot? It smelled super funky and had a bunch of tiny buds. Should they have been harvested while the plant was growing, or was it better to do as he intended and just do one big harvest? He's also heard something about turning it upside down?
For reference my buddy planted his seed in february, so it should be ready to harvest about now, but it isn't.

So whatever he did, I'd like to know, so I can do not that.

I think my friend might have gotten a weird runt or something. It hasn't grown at all since I asked this question. The roots are healthy, it's watered well (but not too much) and the leaves look healthy as well. It seems like it kind of just stopped growing. It's producing buds though, but since it's so teeny it's not producing a lot. I'm wondering if they should harvest the buds and then it would put more energy into growth, but then I reckon it won't produce more buds or something. I don't really know a lot about their growth schedule.

Huh, thats so weird! Could be a runt, tho i dont think ive ever seen something like that if it looks perfectly healthy otherwise. Bonsai kush lol. Maybe it is the variety that someone else pointed out that doesnt mature based on weather. Or maybe a cold snap stunted it thonk

How big are the buds? If it doesnt seem to be producing much more i would definitely trim a bit to see what happens
