In Thailand, there very often aren't any sidewalks. Also, a lot of drivers are at best marginally competent and safety consciousness is a foreign concept. Add to that rapidly increasing car traffic and very car centric traffic policies and you have a recipe for disaster. While this was certainly an outlier, the death toll in Thai traffic is horrific.
