A large part of the issues absolutely were just the nature of the situation of the country, but he also absolutely created problems for him self.
Most significantly, alienating a significant part of his own party by supporting the purge of left wing members. That left scars and animosity, making his preferred policies hard to get passed with so much of the party disinterested in supporting him. A lot of the policies were also just not the kinds of things the left of the party was eager to support. Maybe his policies would have helped, maybe they would have hurt, but he did him self no favors by damaging the trust with in the party.
