I think literally everyone is being monitored by the FBI. So you know, go nuts. Your "List" becomes less useful when everyone is on it.
I'm not a big fan of anyone who causes undue harm to civilians.
The issue is that if you ever cross them in a meaningful way they can just refer to this “excuse to persecute you” list and pull the trigger.
Same reason Microsoft had a dedicated datacenter recording every phone call made in Palestine.

Yeah I mean that's true but I'm saying it's less useful as a list of terrorists. It just becomes a list of everybody.
