Socialism is when workers own part or all of the means of production. In this case the government would own the store and the workers would be employed by the government. The capital is separated from them, and the surplus value of their labour is exploited. So that’s capitalism.

You could make the argument that we all own the government and therefore they benefit from that surplus value. And that is somewhat true, but practically speaking they are not being payed at parity with their value here. If it was a government subsidized co-op we’d be getting some socialism.
