Explanation: In the fan lore of the sci-fi franchise Warhammer 40,000, the Blood Ravens of the Space Marines are renowned for their... uncanny ability to 'acquire' things from places that maybe they shouldn't.
... a similar reputation is held by troops with the rank of Specialist in the US military, who are colloquially known as the 'E4 Mafia' for their astounding ability to acquire needed things and/or stall undesired projects without necessarily, provably violating any regulations (in front of anyone who cares).
Can confirm that this phenomenon exists at a similar rank level and position in several nation's services.
As they should. The lower enlisted can get away with being young and dumb if caught. The E-5 and above have plausible deniability. However they can point out that Schmuckatellis actions allowed a mission/op/whatever to be completed and will counsel them to pinky promise never doing it again.
Because those more senior enlisted have all played that role before as well.
