We love oil too much for some reason. Is my guess
I thought Canada has enough oil for itself, too bad though
Oil, but likely not the right type for the available refineries.
We have very dirty difficult oil, a lot of it. But we have very very few refineries for it comparatively. Most of the gas I have ever bought in my life was refined in the USA because they had refineries set up for it
