The great lakes are a well known human trafficking path. Snatch girls in Toledo, put them on a boat and by the time the Coast Guard gets through the red tape they are long gone into Canada.

Unmanned boats like this would be good for things like that. But yes more surveillance will be used to the detriment of ordinary people too.
