I'm pretty sure it was revealed a while ago that Epic just gives a big lump sum for their free game giveaways, not any specific amount per copy. Although the finances behind their giveaways aren't exactly public, so it's possible they've changed their model or made exceptions.

Even if it's a lump sum, it's most probably based on how many copies they expect to give away. I think the game was free twice, and I'm sure the publisher knows some gamers won't pay for it for ethical reasons, so it's a way for gamers to wash their hands clean saying they did not pay even though money still exchanges hands.
