Is it? The article seems to say something completely different.
Before the election the Indian government under Modi deleted the voter registrations for 12% of the state's population, specifically targeting the ethnic minorities who supported the existing state government.
No exaggeration, Modi deleted millions of registered voters in the state before the selection.
This was a stolen election.

Doing a quick Google, it seems like the culling of the electoral roll happened and targeted non-Hindu people more than Hindu people.
Given the numbers reported in the West Bengal rolls, I would expect that election to be highly impacted by the change in rolls. However, it looks like while the draft SIR got rid of 2,400,000 voters per this article, the final number in Kerala removed was only 53,229 per this article.
Modi definitely tried to steal the election and I wouldn't be surprised if it significantly affected some state elections, but it appears like SIR was muted in this state unless you have information I don't have.
Also, for others, I converted the commas to a western format since I have issues seeing lakh and crore in the same way that I see thousands and millions.

The article seemed pretty sympathetic to them. I think they know that their main western audience is lefties so the English al Jazeera doesn't tend to go after the socialists as much.
This isn't to say that inside Qatar it's safe to be a communist.
