This won't get built any time soon. Dems should introduce a bill to fund the restoration of the east wing from its illegal destruction.
The idea isn't to build it, it's to grift endlessly while it gets built and never finished.

It's a combination of a lot of things including immense incompetence of the Trump administration. Either way the wing needs to be restored.
