For me it's not bad not good. Both the story and the animations are average... Well considering how many well animated shows are in this season I could say it's below average.
I'm sticking around just to see if they can pull off some amazing plot twist but I doubt it will ever compare to shows like Shoushimin Series, Kubikiri Cycle or Hyouka.

Shoushimin Series...

And I just found the likely next thing I'll watch.

I don't know how that slipped under my radar - I love Hyouka, and the only problem I had with Kubikiri Cycle is that it's Shaft, and the Shaft gimmicks alternately bore me and irritate me.

As for this one I'm about where you are, though probably a bit more optimistic. But yeah - they appear to be slowly building a great big background twist, and it remains to be seen how well or poorly it works.

I like how unique Shaft art direction is. But even focusing on just the story Kubikiri Cycle wins imho.

Shoushimin is awesome, it's well animated and I had a ton of fun trying to solve all the riddles along with the MC.

Looking forward to Shoushimin. I expect I'll start it either tonight or sometime tomorrow (I still have a couple of current series to catch up on).
