Trump is the worse human being (I use the term lightly), politician, president, and leader.

But if you're asking if material conditions are worse then or now, material conditions were significantly worse under Hoover. More because of almost ~100 years of development preventing Trump from immediately plunging the USA into that level of deprivation, both government and technological, than Hoover's particular failings (though those were significant).

On the other hand, Trump has already proven himself to be a much more vile creature in terms of foreign policy than Hoover ever was.
