I feel like Australia's are usually the blue one but some places randomly decide to use the other ones
There's sometimes just individual buildings that are weird. There's a building in Copenhagen where they use -1 and -2 and there's floors like 2.2 (Eva and Nils Koppel must pay for their crimes)
