Such an option isn't being used because it would be the end of Israel. Iran has been restrained because it knows the US can run away and Israel can be dissolved, but Iran still has to have a future in the region. But a neutron bomb changes the equation. Now they have a justified reason to flatten Tel Aviv completely and start actively targetting assets that will lead to mass famines

Not to mention the PR fallout would so massive, every government will be forced to condemn/sanction Israel or lose their elections.

All this without counting the fact that it will lead to a massive arms race across the world with every country rushing to get WMDs.
