Can someone explain the slide lock to me?

Behind the muzzle you can see a milled piece of metal that locks into a notch in the slide with a little pawl. This prevents the slide from moving backward when the gun is fired, reducing the sound emitted at the cost of the semiautomatic functionality of the weapon.

Did Luigi/the Adjuster have a similar device? I know we see him manually cycling it

No I don't believe so. I think he just had to manually cycle it because it didn't have a "Nielsen device" or whatever. Which actually makes me wonder why the contraption pictured here is necessary.

This was pre booster! The quick-detatch nature of the silencer meant that you would lock it for suppressed operation, then remove the silencer for semi auto. The M9 will usually malfunction without a booster installed when using a silencer.

stops the slide from cycling to reduce noise. the user has to manually cycle it to chamber the next round
