Because you subcounciously don't remember it if the perpetrator doesn't get stated. Passive language is a form of brainwashing which works very well. This is why every Western propaganda outlet names the perpetrator much more frequently when it isn't on their side. And they keep saying lines like"Iranian regime.

You are not reading news. You are reading propaganda to make you feel a certain way.
