This feels like when the Nazis started trying to relocate concentration camp victims near the end of the war.
This is exactly my impression. The Nazi regime on its death throughs decided it was going to cause as much suffering for its victims on the way out as it could. Perhaps this is a feature of all settler societies in decline, as a similiar trend of violence occurred within South Africa, Rhodesia, abd Algeria as well, though there were certainly differences in the demographics for those examples.
