No, they're just saying it wouldn't be unexpected behavior, and Israel has a long history of bombing funerals in Palestine.
Honestly that was my thought/worry as well. It's like gang/mob members killing somebody then deliberately waiting for the funeral to take another swipe at their rivals.
Dropping a big bomb on mourners and then just saying "oops" would be very much in line with the behavior we've seen lately. I'm glad it didn't this happen but wouldn't put it past them
