That is NOT a PLA ration. It is a commercial ration available on Taobao.

Could those just be a civilian/surplus version? US rations are sold similarly on the civilian market and this seems to be the standard outer packaging for any of the PLA rations I can find online.

It's not PLA though. They're not for sale. The US military doesn't even do surplus any more. They just shred everything they can't use.
That ration is on Taobao.com, I've eaten a different one in the series. This one is the cold weather ration.
It's frustrating how he just bulls through and doesn't bother to find out what to do with each part. The ginger is supposed to be added to hot water to make a drink.
