The incompetence in Trump's picks to run departments is entirely intentional.
He wants the government to run poorly, because then it's both easier to fleece and easier for him to avoid legal challenges or prosecution. The Trump's are a crime family and its weird that the media doesnt portray them that way.
Also, this is just how dictatorships run. You throw people who are JUST competent to do their jobs, but not competent enough to vie for The Big Chair into positions where they can feel useful and flex power and shit.
