Can recommend KeePass. I've used it for many years, and never had any problem with having a locally encrypted database.

There's always the security risk of the user being exploited (humans are the weakest link in security), and there was a campaign using punycode once, and also a Trojan variant being distributed through unofficial download channels.

No one is completely safe, so always be on guard with security!
