Decriminalization and regulation of drugs to cut funding to cartels. Social support and education for addiction.

These losers then die on the vine, don't get replaced, and if you're nasty you then arrest them for all the murders.

Mexico doesn't control the legality of drugs in the US.

The cartels don't send the drugs in Mexico, they sell them in the US.

Legalization within Mexico would still turn a cartel into a corporation overnight. They sell to people who may or may not smuggle it into the US but that's now American problems.

One might argue that comes with its own problems but the reality is most humans just don't take risks they don't have to.

I think the absolute worst case would be the cartels becoming a quasi-legal yakuza-esque establishment but that is at least an improvement. Plus, governments know exactly how to break yakuza like organizations now, thanks to the breaking of the yakuza.
