This is because activists would have filibustered it. I live in Arizona and watched the whole thing happen. They kept moving hearing dates/times.
What kind of support did they have to pass something this blatantly unconstitutional? Just surrendering sovereignity to a federal government openly planning on fixing elections? Like it's not gerrymandered, not by the legislature I hear it's still not fair but it's better than most red states, but do they control all branches of government? Can the state senate filibuster without a majority?
I don't know. I kind of just watched.
