Hardly. They waited so god damn long to investigate. The first photo andrew had with that girl should have been reason enough to put him in for questioning
For what? She wasn’t underaged. The photo wasn’t evidence of a crime.
More than enough grounds for suspicion based on the context
The bar for arrest is much higher than that.
Crouching over an unconscious woman/girl in a pedophile's mansion? Seems like if that doesn't meet the bar, it really should.
