I find it hard to believe the using pounds upon pounds of sugar in a war ravaged and occupied France was a very common method.

I'm not certain about the access to luxury items in Vichy France or occupied territories, but I know that many if not most countries directly involved in the war ended up rationing certain foods, with sugar usually being one of them.

I feel like if you had an extra few hundred pounds of sugar you could use to disrupt construction, that you'd probably be better off trading it for explosives or something.
