Two pounds sugar to one ton concrete? 1 yard of concrete is about 2-2.5 tons and one truck holds between 8-10 yards. That’s between 32 and 50 pounds of sugar per truckload.
Thats a lot of sugar.

Occupied France as in WW2? This post specifically says 1980s. I'm fairly sure they had normal access to groceries during that time.
