Weeeeell... I remember being so young I couldn't unbutton my own clothes so I asked my grandmother to do it for me claiming that I wanted to go change, but once freed then proceeded to strip naked in the other room and rub myself all over the sofa... (And for the record: no, I'm not the vice president of America, though I'm sure he'd be proud)
Development is weird and there's an extremely broad range of natural human behaviors. While there's obvious and important differences between the sexualities experienced at different stages of life, and between individuals: aside from those who just don't feel it at all, yes, it's pretty universal.
To be fair to kids: clothes are generally uncomfortable and I don't think my body properly registered cold until my late teens
