I guess Epstein probably had two kinds of parties:
a "legal" kind with 18-25 year old hookers
and the illegal kind with under 17 years olds.
The legal ones to sniff out the pedos who mainly hang with the barley legal looking girls , who then get invited to the illegal ones.
It also creates a nice smoke screen for the illegal parties. Who knows who was in on the illegal parties?
Well, the FBI because they have the video evidence, but everyone else can just pretend that they knew nothing about the other kind of party

Epstein was doing the same sort of shit.
There's some breakdowns from the Epstein files themselves on how it all worked. But those are harder for me to find.
Common sense? I would also run things this way if I were Epstein.
