The Negros are and will remain Negros, a nascent human form from the tropics, rudimentary organs on the body of white society. Instead of founding an intellectual elite, America has established a mulatto studfarm.

Horrific racism aside, if their goal was actually foundation of an intellectual elite or some kind of utopian master society, they wouldn't defund education, science, art. Their goal has only ever been power and control.

They're not mutually exclusive. Look at the U.S. today; defund the public programmes that make this accessible to everyone and restrict it to the rich elite that can pay for it.
