Now, Republican Senator Thom Tillis said, ‘it was very unusual to have a senior law enforcement official to draw a conclusion about an event where the scene was still being processed. Generally speaking, law enforcement would recognize that a life was lost, that families are changed forever, the shooter’s life will change forever, we’re collecting video, we are trying to assess the situation.’ Why did you not wait for an investigation before making your comments?”

“Everything that I’ve said has been proven to be factual in the truth,” Noem said.

“Factual in the truth.” I bet.

The answer is slippery as it doesn't address the question. The question wasn't "is what you said correct", it was "why did you say it so soon" with a "how could you know it to be true" twist. Noem is essentially saying (from her perspective) "I made a guess, and that's ok because I happened to be correct". And now we debate wether or not she is correct instead of debating wether or not she should have said anything at all, or even more problematic, if her statement and when she made it constiutes an ethical crisis as it indicates a clear bias or even a motive.
