You don't need a secretive venture run by shadowy cabal of evildoers to make "ai" drones. It does not take a lot to make one, most of the things (software side) are open source and free, most of the hardware is cheap and ubiquitous. Fuck kremlin and their circles hope they all die horribly inluding immediate families.
True, you do need a lot of other things going to actually make it to production line and saturate the battlefield though
edit: the most important part is it should just work out of the box, there are too many horror stories of semi broken drones being delivered that require time, effort and money before they can be used. All things that guys on the ground are in short supply of.
Even working FPVs are almost universally reprogrammed (sometimes it's detrimental) with milbeta even when they are already come with it. All UGVs are reworked as well. It's not such a big jump from reworking drones to making them to be honest.
