and I can see how this happened. They couldn't hire someone competent as they would probably puke and report
I believe someone here suggested that the federal workers were being intentionally "incompetent" as a form of resistance. This would absolutely track with someone doing the bare minimum to sneak shoddy work past inept supervisors.
The Cat's already out of the bag, not much they can do except do it better with all future releases.
